If this was 3.0 and he was the mayor maybe. But he put legislations in place that give him the power to give the PD these orders. That, and he's basically acting commissioner until ones appointed i believe as well. What I think is kinda shit, is during the counsel meeting when max got gunned down he was barking out orders to PD and talking to people like he didnt have a bunch of bullets in him but instead was just chillin relaxin on the ground takin a little break and havin a little rest.. I always thought when you were downed, you weren't supposed to give callouts, or give direction/orders and actually act like you just been shot the fuck up.. not lead a scene and play detective while you wait for ems to pick you up. If you were just listening to the stream and didn't watch Max get shot up, you would have no idea that he was bleeding to death on the ground from GSWs. You'd think he was good as gold in the room and one of the lucky ones who didn't get shot. Shit, with all the -1s goin at that point he might of well just used the menu to revive himself.

Max is smart he knows what is about to happen the shoot outs, the executions he’s been there so he knows right. Raising their pay gets them to come on duty it also allows them rp way to fund themselves things they need. That’s the reality it’s not dumb it’s viewers are like let’s not get them. LK used to average 11k viewers on Prodigy. Currently on NP he has 27k people watching him live. It's in their best interest to stay.
