These machines have a strength set (usually very weak) at the time of set up and that doesn't change. American arcades are casinos with extra steps. Japanese arcades are made to be hard to win so you have to use strategy and creativity to win. Even though Toreba makes it *very* hard to win sometimes (takes 30+ moves for what should be 10) the reason she won was because she moved it several times until it was in a winning position to be stabbed (you can even see it in the right position in the 3rd to last play).
