Japan wasn't under a constant barrage of missiles, nor was it dependent on another nation for essentials like electricity, medicine, water, and food due to decades of conflict, occupation, and blockade before the tsunami. In 2011, Japan was a high-income nation and a leading OECD donor, which means it had plenty of infrastructure and resources left over to rely on its resources outside of additional aid during the recovery from the tsunami.🤨
