You can't really say that imo. He's got the most expensive team in the league and can add any player he wants. With that financial power, every good manager should win the league. Obviously, this shouldn't discredit the fact that he dominated the league, but I don't think you can judge managers on their titles only. Klopp & Poch e.g. haven't won the premier league (yet), but the way they work with their teams, how they develop players and how they act on the transfer market is outstanding. I don't think you can compare Pep to Klopp & Poch, but imo they're all on the same level.

Pep, during this summer please buy 4 new good signings of 1 clinical forward, 1 central defender, 2 midfielders. CF--- Goncalo Guedes or Timo Werner or Lautaro Martinez or Leon Bailey or Christian Pulisic or Cengiz Under or Paulo Dybala or even Wissam Ben Yedder(release clause only 30m) would be good to strengthen our forward options. CD--- Milan Skriniar or Caglar Soyuncu or De Ligt would be great signing to replace John Stones. DM--- Julian Weigl or Lucas Tousart would be excellent signing for DM role as Ferna's eventual heir. CAM--- An excellent signing for CAM role is needed to alternate with David & also eventually succeed him. Due to the intensity of Pep's football system both in training & games, we will need 22 good players so that players do not burn out towards end of the season. Also taking into account a) our targeting of 4 titles b) possible injuries c) possible suspensions d) rotational/alternate resting of players Our 22 man strong team for next season 2018/2019 would probably be: Ederson(Bravo) , Walker(Danilo) , Kompany(New CD) , Laporte(Otamendi) , Mendy(Delph) , Fernandinho(New DM) , KDB(Gundogan) , David(New CAM) , Sane(Bernado) , Aguero(Jesus) , New RW/CF(Sterling)

*Apart from Aguero we do not have another clinical prolific striker. Jesus is not yet clinical & forceful enough. Sterling misses far too many unbelievable golden chances infront of goal. *Our Defence is sadly quite shaky. Otamendi has been disappointing of late. Age is about to catch up with Kompany. Walker likes only running forwards but not defending. Ederson’s performance sometimes questionable. Laporte was a fair signing while Stones sadly not so good a signing. *Stones not long ago came out in media complaining about his lack of game time and admitting that its now "difficult & tough" for him at City. *Indeed Pep is correct to sideline/bench Stones because, post-injury Stones defending is now so awful, vulnerable, with costly mistakes, confusion and weakness. With the new CD coming, Stones will now be 5th in the pecking order. *So the best thing for both Stones himself & the club is for Pep to send Stones on loan or sell him. That way he goes & gets game time elsewhere. Selling him brings back some cash thereby ensuring the club meets FFP regulations.
