I used to use this myself about 15 years ago. I had completely forgotten about it, but yes it's a great technique. My main technique for this was just stand astride them, two hands on the beir belt and a quick hoist up and get your ankles in just above their hips. It's extremely uncomfortable for them, and from their you can get your forearm under their forehead just above the top of their nose and opening up their necck for a strangle, or simply roll them with you hooks in. These are both strong fast techniques.
