I would say this is one of these Perfume songs working better seeing the official music video before than the live performance. It's one of their most popular music videos.

The name you are thinking of is Mikiko, She also does the stage production so all those things you say you like are largely down to her Genius, and the music is by Yasutaka Nakata (Capsule,) Ditto! As a final recommendation I would Say the MV of "Baby Cruising Love" its Just Beautiful.

They attended actors school hiroshima just like Su from babymetal. Infact Su was in perfumes little sister group karen girls. Add Su's sister himeka of nogizaka46 and Riho sayashi of morning musume and babymetal avenger, Actors school hiroshima created some talented artists.
