The concept of "persistence of vision" is why we can blink LEDs rapidly but seem them as solidly on with variable brightness: It's an optical illusion, our brains doing postprocessing on the actual visual input, prioritizing usefulness over accuracy. This is a quick pin-to-pin demo of the 1088AS 8x8 LED matrix with an Arduino Uno to demonstrate the idea.

For yonks my wife and I struggled to understand why we 'couldn't see ' when trying to do things like embroidery or soldering in our lounge room.... so we brought a large lamp to put beside the couch.... still no good, we thought we might need to get our eyes checked.... Solved the mystery when I started playing with Arduino and LED's by realising that for half the time in our lounge we were sitting in the dark!! Swapped the LED bulb in the lamp for a incandescent and problem was gone. This video was great, thanks dude!

If that's really what fixed it, then the problem was you got crappy LED lights that blink too slowly. If you ever try them again, splurge for The Good Stuff.

When you said "On delay" I heard "ándale" nice. thanks for this explanation tho. I was wondering why my array wasn't working I was trying to power the leds in the pattern i want all at once. Didn't think about the "scan line" method. In fact i had no idea that was the standard method. I bet you can do this with segmented displays too.

Yup. I love the wands that spell out a message or illustration as you wave them. What do they call those: staffs? I'll think of it. Pixel staff, contact staff...

A similar thing, you can have LEDs attached to spinning fan blades to create a "flat hologram".
