There is no international authority that grants "independence" to countries, and the act of recognition by other countries is just a diplomatic formality, a statement by said countries that they are willing to engage in cordial relations with such entity. Many countries that factually exist today aren't recognized by a platitude if not the majority of other countries, but that doesn't stop them from operating independently. At the end of the day, the only thing separating any territory no matter how small from independence is whether they are able to hold it against anyone else who may beg to differ.
