It could be possible that he went by the name of Steele because Mandrake the Magician was too well known. Having read the original comics, Mandrake the Magician never had a secret identity. This time around, he probably thought it was prudent enough to have one.

keep in mind Phantom 2040 is the 23rd Phantom. Mandrake and Lothar were around when the 21st Phantom sat in the skull cave. I assumed that Steele is Mandrake's grandson just as this Phantom is the grandson of the 21st Phantom.
