How to code such a simulation? I need like Python, Java etc.

Hi..thanks for the explanation..1 question however...the light bends coz the wave of the incoming light excites the atoms of the (say) glass...the electrons when excited starts to move...this moving charge then creates an electric field around it and creates it own wave which interacts with the incoming light wave...these two waves (the wave of the incoming light wave and the wave of the electron) combines and creates a 3rd wave which is slower. this explains why the speed of the wave slows down when it enters another medium...kindly confirm this.

I agree with almost all of this. I do think that it is more accurate to call the third wave you mention a "net wave" instead. The net wave results from the light waves and EM waves generated by the glass atoms constructively interfering. The light waves emerge on the other side of the glass and retain their original speed, wavelength and frequency.
