I had the same problem, but after 1-2 weeks with light stretching exercises I was able to roll back my skin now I do it daily while taking a shower I clean it properly now after 3-4 months I am totally fine, so whoever has the same problem just dont be panic Just do some stretching exercises you will get better, Just do this for 2-3 months daily twice a day, dont force yourself but put some drops of Coconut oil(100% pure) on the hole of your pains and let it go inside the foreskin , after 1-2 minutes you will se the your skin is loose and flexible now try to gently pull skin back, dont force too much do this daily, you will see the progress after 1 week and after one month you will see you will be able to pull back full skin dont worry If you cant pull after 1 month It can take upto 6 month Just dont worry about , pardon for my English thank me later

Yes it is but it depends if they are under 5 years it might be normal but if they are older than that then it could cause bad hygiene problems so its better to get it fixed
