DOR and DOD are defined in which scrum ceremony? Is it retrospective? Can they both be customized with time? DOD is defined for the sprint or for the entire release?

Yes they both evolve and they can evolve in retrospective meeting. The DoR is not must in scrum but DoD is. First level definition needs to be made before one starts with first sprint.

Put it the place where your team and stakeholders can find it without difficulty , they should keep it in front of them when doing Sprint Planning and later when they are developing the Product backlog items during the sprint. Backlog refinement is process of making part of the product backlog ready as per understanding of what is good to consider ready. This understanding of ready can be written in Definition of Ready. Scrum Team is expected to come up with Definition of Done.

Difficult since it may be the person asking has different or I may say has wrong understanding of Definition of Done. But one someone is asking it in interview I may correct the question and say are you asking about the difference of acceptance criteria or completion criteria (DoD), play carefully to get the question before answering it,
