You set the inserts at the bottom of the pot, (as long as the telescoping water tube is above soil level)

The pot should rest on the bottom of your pot. More importantly is that you have about 10" from the top of the liner to the top of your pot.

Not Heidi, but I have a few suggestions. First, make sure the plants you plant actually need fertilizer. Most do, but some don't, and it will depend on what type of plants, too. Floers generally come in 2 categories: annuals or perrenials. Make sure you know which you are getting. Annuals generally like a lot of fertilizer. Most people use either a water soluble fertilizer like Prowen Winners water soluble, which is used at least once a week, or every 3rd watering once it starts getting really hot, or a slow release fertilizer at planting, which are little round pellets. Proven Winners makes one. One called Osmocote is probably better known. They are heat activated, so they won't kick til the weather is consistently warm. I use both. I live in the Deep South and have to water constantly, which means I need to apply constantly, because water leaches the fertilizer away. The pellets are supposed to be good for a few months, but in hot areas, we have to apply more often. Be aware that many potting soils come with fertilizer built in, so that needs to be taken in to consideration. Perennials should not be fertilized with the water soluble type offertilizer, because it pushes heavy leaf and flower growth, insead of root growth, which perennials need to come back year after year. The slow release pellets are OK forperennials. .
