Honestly though if you think about it. Rob Lucci was trained by the marines and is in relative terms a high level CIA agent in this world. The fact that Luffy was able to go up against him so early in the series shows that Luffy was already pretty strong just from raw strength and whatever his grandfather taught him. TBH I'm surprised doflamingo was such a challenge considering he was kinda sorta coddled by his group since such a young age.

Surely Doffy has been a proper pirate longer than Luffy has lived? So even with a coddled childhood he had the time to grow strong. Keep in mind that Conquerer's Haki kinda gives a free pass to being strong lol (not in-lore, but just narratively speaking).
