Story cutscene music.
As far as I know...
These tunes do not have official titles, and so the name of the file was used as one.
This tune first appeared in the second alpha, and it seems to me it was just reused in later builds so it would not go to waste because that scene it was meant for was removed. The file name probably wasn't changed since file's first appearance and can be found in all later builds.

This is the most nostalgic music I’ve ever heard I really wanna cry… it’s so relaxing and nice… Hello Neighbor 1 was probably the best Hello Neighbor game in the franchise, literally couldn’t care if you say otherwise. I absolutely love this music, it’s more relaxing and sadder than the old Minecraft music, yeah I just said that, it’s true. Edit: wow my opinion is a little too intense I think-

Время очень быстро летит, помню как играл в пре альфу на своём старом компьютере (мне было где-то 9-10 лет), а сейчас я прошел вторую часть игры. (мне почти 16 лет) . Эта игра будет легендарной всегда. Спасибо tinyBuild, спасибо Dynamic Pixels. Вы сделали шедевр, спасибо.

this song reminds me of the past any time i hear it and it makes me feel like a kid again when i was experiencing all these new things and makes me think of how old ive gotten and how i just want to go back in time and experience all the things i have all over again in my childhood especially since how stuff has changed over the years, it feels like this takes me back to my childhood living with my grandma when i was a infant for abit or waking up and watching my favorite childhood streamers, but over all this reminds me that we arent here for long and you cant go back so you have to make the absolute most of it for this tiny time we have on this absolutely huge planet

I almost cried because what the neighbor did to his son locked his son into the basement his son pushed his sister of the roof his wife died in a car crash i almost cried the song fits into that story…
