There will always be problems in a nation of 1.4 billion, especially in places like Kashmir, Manipur, Punjab and Assam where there are foreign funded "liberation" armies and naxals who are always stoking the fire. If presidents and prime ministers decide not to represent their country or make international visits everytime there is a problem at home, there will be no international standing. Such issues happen in every country - BLM movement in US, truckers strike in Canada, farmers and fishermen protest in UK, Arab spring movement etc. that doesn't stop foreign policy of those nations.
