Sometimes we need to either speed up the dependent activities or delay the dependent activities while keeping in the relationship as is. This is the purpose of Lead and Lag.
Lead:
Lead means ahead of time, go a little bit fast. In the case of Finish-to-Start relationship, whatever time you want to lead, you need to reduce the start time of next activity by that time. For example, in the case of 2 days as lead time in FS relationship = ST (Start time)-2 Days.
Lag: The lag time is added in the actual start date of the next activity. For example, in the case of building and painting, you say that first let me finish the product and then after a gap, I want to start painting. You need a gap of certain days before you start painting, so this is lagging time. A duration where no work is done. So leading refers to work done in parallel by 2 activities whereas lagging means giving a gap of some duration between 2 activities.
In Simple language Lead is something running ahead as speed and lag is an amount of gap introduced in between two activities.

Leads can only be applied to activitied with finish to start.Lags on the other hand can be applied to all relationdhips.

Your explanation is logical and clear. But figure 6-10 Examples of Lead and Lag in the PMBOK 6th edition is not clear and is confusing. Their examples seem to be switched for Lead and lag.

I have a few questions, is LEAD/LAG established before construction begins as in during the scheduling stage OR developed during the construction stage as its ongoing? and if LEAD/LAG are established before construction begins, then does that mean the schedule is flawed? as in it could have been avoided by better scheduling and could the project manager freely decide to ignore the LAG time and keep working OR ignore the LEAD time and stick to actual activity time OR is he obligated to follow LEAD/LAG? so, does that means LEAD/LAG is superior to the actual start/finish time for each activity and the manager MUST follow it OR its optional and it just attempts to improve the schedule ?

for example, we have (activity A "F to S" "-2days" activity B), does it mean that, activity B MUST start 2 days before activity A finishes 'OR' activity B COULD start 2 days before activity A finishes? Is it a MUST OR a COULD?

in general situations you boil the egg and wait for 5 min to peel it, why you plan this Lag? Because it make sense , if you are in hurry you may take extra pain to save this 5 min and peel it early, this decision to increase the delay or reduce the delay you take based on situation at head. In Project management any thing we do we do in planning and keep revisiting it to improve our planning and execution, so you do plan lead and lag when needed and you do adjust in execution when needed. You as PM do it for the benefit of the project.

is this correct wrt Lead and Lag in using "painting" as the 2nd activity....for example classrooms 1,2,3, & 4 are to be drywalled, taped and prepped before paint but rather than start the painting activity on day 6 you want to start the painting on day 5 which means you begin painting classroom 1 & 2 while classrooms 3 & 4 are being completed?......this is assuming that each classroom is being drywalled, taped and prepped for paint one at a time this classroom 1 & 2 are done by day 5...is this a good example of lead?

The lead and Lag is applied to all relation, technically its reducing the start date or delaying the start date, the relation will help in finding the start date.

I am a bit confusing. lag time is ok. But what is the difference between fast tracking and lead time. are they similar?

It is right to say than when we apply fast-tracking we apply Lead , we also sometime remove dependencies when we do fast tracking and run things in parallel
