The author is not always the one telling the story--the author WRITES the story and creates the narrator. It is the narrator who tells the story, the narrator and the author can be separate entities, and, often, they are.

in third person limited, can the narrator say what the main character is thinking and feeling, yet also tell about stuff happening in the narrator's own voice? almost like the narrator has personality, even though he isn't in the story?

I checked. The Brits pronounced it "om-NI-see-ent," and the Americans pronounce it, "om-NISH-ent." No one pronounces it like it is in the video. I still give props for the person who made the video.
