This was an old span-wire signal, but was just replaced during the latest CBD signal replacement project, where they replaced 7 signals. This originally had old 8-wire Polara Navigators installed in the 2000s sometime. Two of the buttons on a light poles still remain at the time of the video, but have since been removed. It is now a newer CBD signal, and has Polara iNavigators. I find it weird how they have two 8" bike signals on a mast arm rather than putting one on a different kind of pole. The bike signals also have cutaway visors which is not as common for new signals in PA, especially in the city corporation limits. And one of the vehicle signal's red visor is already missing/fallen-off. They ordered the equipment in Jan. 2020 (or at least that's when the messages showed-up on the Polara Audio Library), but the poles didn't start going-up until almost a year later, and some of them didn't start entering-service until July. That's why they're iN rather than iNS. Even then some of them still haven't entered-service, such as Penn at 5th and Cecil you can see in the background. Some of them entered-service without all the poles being in place so they had to install temporary signals until the other poles get installed. That seemed like very poor planning. They also have yellow buttons despite most of the Campbell buttons in Downtown being black. And despite it having the exclusive ped phase, you don't need to press the buttons, it comes on no matter what. But they were like that before replacement too.
