They do frequently... if you have permission to be there then it's a bit different. Though I had permission years ago to hang out in a parking lot and the police told the manager on shift that if he didn't allow them to remove us they wouldn't do anything about future issues in their lot. The manager who had given us permission caved and we all got tickets.
