An enormous percentage of the women are under duress either through drugs or physical abuse to perform as prostitutes. When a person is chemically, emotionally or physically under the control of something or someone other than themselves they aren't free to choose anything. Street walkers are not nearly the same thing as high priced call girls or sugar babies. It's a very dark and desperate lifestyle where they feel or literally have no escape without help.

Doesn't work. For example, sex work is legal in Germany, as long as they pay taxes, health insurence and so on. Some cities even hand out drugs to addicts (mostly heroin users) in a controlled environment. They do this for decades. But that doesn't affect in any way illegal sex workers nor the drug business. Crime has not gone down since they began. It is going on and on and on... You can also see this in Canada. It didn't work there, too. They also hand out drugs in Toronto for example. Still crimes rising fast in this city. Also it is getting more violent. Numbers of addicts going up and even roaming like zombies through the city ...at daytime. By the way, Toronto announced in 2019 that their project of legalizing Cannabis also failed. They had much more traffic accidents with people being high. In the end you can see that everywhere where such programs are being initiated it fails and the life for everyone is getting worse. It is what it is.
