She only said don't wave the flag near the horse! - How are they an idiot if they didn't know it might frighten the horse. Hardly the first tour guide to use a flag...Its only recently [because of the protests] that they are"Cautioning" the use of any flag or waving of objects!

If your brave enough to stand next to an enormous horse, do some research. Horses are known as fight or flight animals, if they're feeling unhappy it doesn't take much. Ime sure the lady didn't mean anything,she just wanted publicity, no problem. Just be careful. Also this has always been the case, not just because of protests

Asking as an American (New Mexico, USA) what it would take in the UK to simply stop everyone except police and military personnel from approaching and Guards and the horses at all. Stop all the touching of the animals by the public and this would make the job of the Guards a bit easier as well. They should not have to keep people from touching the reins, feeding the horses stuff they probably should never eat, etc etc. Photos should be taken outside of a safe distance from the horses and Guards.

Amazing how when the police and trooper are trying to close the doors and let a little crowd go through but finally close both doors, someone else tries to push them open. Certainly they saw the officers closing them and didn’t mistake the palace for having automatic doors or something, lol.

The emergency services should be aware of the horses. The horse, became upset on hearing the siren, and remained so for a long period. Would it really delay them if they turned them off passing the horses.

If you are closing the gates get on with it people still being allowed through even though when the officers started they were far enough to stop, it's also embarrassing to see the peeling paint behind the horses. The tour guide waving her flag near the horses face how would she like someone doing that to her eventually idiots are going to make the authorities rethink allowing people to be allowed to pose next to the guards and put barriers up thus spoiling it for others

The first duty begins at 10 am last ends at 4 pm followed by inspection . The mounted Troopers change hourly those on foot every 2 hours .

It’s not what written on the flag, but that any flag is likely to alarm the horses. These are not police trained horses, Police horses are trained to not react (as much as possible) to flag wavers, sudden noises, etc. Thus all flags, raised umbrellas, hats ontop of walking sticks and other unusual tour guide raised identifiers are not permitted near these horses.
