Are you talking about the one in the first scene? If so, that's this one: www.beamng.com/resources/federal-signal-valor-lightbar.23024/ On the FBI vehicles seen later on, I used the www.beamng.com/resources/danish-police-force-w-custom-lights.26372/ along with an "undercover" beacon on the roof.
