hi I'm Luke and I'm Nixon and we're from zip scanners we have free shipping and no taxes in lifetime technical support from experts like us so today we're going to talk about a question we get quite a bit which is police scanner radio encryption that's a pretty highly debated issue so what is it so encryption means that you're not able to listen to encrypted channels no matter what no matter what format of police scanner you have whether it's digital or an analog you just can't listen to them right right and we get this question a lot and so just to clarify no one can listen to any frequencies that are encrypted that's just how it is the no scanner can do it so think about so what essentially what a scanner does is scan radio waves for frequencies so it is not these scanners are not able to scan the frequencies that are encrypted so no matter what you do we get it quite a bit like we don't know anyway there is no cheaper way there's no trick right there's no way to figure it out a scanner that we sell will not be able to pick up encryption period no matter what you do right so that's kind of what encryption is there's two types of encryption so there's tactical and then there's a full encryption and tactical is basically your SWAT teams you're FBI you're obviously not going to be able to listen to those yet for I mean if a DEA you can't listen to the DEA so alright so that affects everywhere so everywhere in the US has some of that stuff like some border agents are like that that all the FBI for the most part throughout the US are like that the SWAT teams are so everywhere has some encryption the other is the full encryption so typically what most people want to listen to is their local there are the police dispatch so like the communication with people calling in to their County or their local city department the police department and hear the police calls alright in some of those cities and counties they're encrypted so you're not gonna be able to listen to some police departments and sometimes we will be able to listen to them it all depends this is why we highly recommend you calling us so we can verify and figure this out for you before you get your scanner correct so it comes up a lot and it's different by state it's different by county it's different by city some things some dispatch channels are encrypted others are not it's just really confusing and on top of that it changes it does it's constantly changing and so there's always different system updates that they're trying to implement and when they do that you're at a loss so you just can't listen to things and then sometimes they just decide to encrypt things students you can listen yeah so the best way is before you buy your scanner just give us a call or an email and we'll tell you specifically an area what is encrypted what is not encrypted so we set the right expectation right so when you get your radio it works and you're able to listen to the things you want to listen to right that police department that you are trying to this too may not be encrypted and that's all you wanted isn't do wonderful so some of the things that are fully encrypted the larger areas so like Pennsylvania State Police are fully encrypted you're not able to pick them up what I like Florida Florida some of Florida State Police like the Washington DC police departments are the largest ones so that's what the encryption is and those are the kind of the tactical and then the full encryption so I mean we sell police kind of radios so we're not fans of encryption to put it mildly right so there's arguments for and against sure you can chime in in the comments with yeah opinion please do I'm I'm totally against it I wish that they would just be transparent and allow us to listen to see what's going on so we've gotten some interesting emails over the years right I guess would be a nice way to put it with people very upset where their area went encrypted yeah so we'll just go over the you know the arguments for and against anything you can chime in in the comments

Your comment was on point @ spaghettibeans you have to show me some statistics that will prove that having encrypted main dispatch channels have an advantage in law enforcement and increase the percentage of the bad actor is being arrested then having the main dispatch channels in the clear they talk about all this stuff they seem to not provide the statistics to back it up

My Daughter who worked for the Sheriff's Dept 100 miles from me called one day-"Dad don't go outside there's a shooter driving around your town shooting at anything and everything" So even though I was curious I stayed inside when I heard all the sirens- When I retired I bought a scanner and would listen to our local police, then they went encrypted, might as well toss out the scanner and my Daughter retired, so I haven't a clue what the hell is going on when I hear sirens, people might be driving around shooting and I wouldn't know enough to come inside...

As a law abiding Citizen we should be able to listen to local emergency responders we pay for them and if there is a time of trouble it can be a good heads up to avoid an area to begin with scanners used to be an every newsroom for similar purposes

My scanner saved my life. I was on a internet forum.....and we were discussing wristrocket slingshots we had back when we were kids.....and I told the group that I still had my whammo wristrocket out in the pole barn and I would go get it and take a pick and upload it so the forum members who did not know what they were could see it.....just as I was getting ready to go out the back door...the scanner picked up the local pd.....it said my next door neighbor seen a large man with a knife in her backyard...and he had just jumped the fence into my backyard......if not for the scanner...I would have walked out the back door into the dark.....and this psycho would probably stabbed me to death......that is why I am against encryption.

I think most scanner listeners fully understand that some sensitive information needs to be encrypted from time to time. But routine calls, dispatching and normal radio calls don't fall into that category. I think the vast majority of scanner listeners would be inclined to help the police, and greatly outnumber ant negative aspects.

I think most, if not all, scanner users would agree, but sometimes they don't need a reason to go encrypted. Some pretty insignificant police departments go ghost and we have no clue why.

@@Zipscanners1 I found out in my area some of the smaller PD share dispatch with the county Sheriffs so if the county goes encrypted then the PD has to also.

Well I can only understand for certain Is channels but Police dispatch I don't think should be encrypted, Since my taxpayer dollars fund their operation I should be able to listen in on what their operations are to ensure that my money is being spent to do good things. I don't think the federal channels should be encrypted eithere. We should be able to listen to them just as easily just because They are unlike unelected bureaucratic systems Doesn't mean I shouldn't be able to listen in. On? Their apps to make sure. My money is being spent not wasted but the last president could felt the same way. I did about those agencies was killed In Dallas because. He? Was. Going? To smash them to pieces and scare them to the wind which yeah I totally agree with that they need to be done away with they are too corrupt nowadays. Eisenhower tried to warn us of what was coming in his farewell presidential speech and now we're Seeing all that come to fruition

Here in Austin. Listen to the dispatchers get with the shift sup on downgrading and cx calls. thus changing parameters and response times for same call. so crime is not going down it id being pencil whipped away. The transperancy issue speakd for itself. Being able too list to live radio traffic has littlerally saved my life. I was about to walk to pharmacy only to hear a stabbing had occurred as i wass walking out the door. Durinmg disasters. These radios are priceless. being able to have a live over view of what disaster site had water or ice or food. was priceless. Not to mention to know where extra help is needed. of course secure tact/gang/detecctive channels. most sensitive stuff goies over cell or mdt these day \

Big and local government doesn't want We the People to know what they are doing..... We the people, need our own tactical comms and etc... So they the big/local government don't know our plans as well when we militia up in any grid down or shtf situations in our communities Jus saying....

There are jammers for certain frequencies. Some activists will intentionally jam the signals for them to get off their encrypted channels. It is illegal to do this but I highly support it because I value my rights as a citizen than I do the rights of cops.

Scanner purchase for Jacksonville Florida should not be available because for example Jacksonville is a 100 % encrypted. The average citizen that wants to listen to police station/frequency do not know these scanners will not pick up police frequencies. Last thing I will say is I called uniden before I purchased the sds100 to see if I would be able to listen to police. His response was I should be able to listen to police on this scanner in Jacksonville. The sales person said whatever he could to get me to buy this expensive paper weight.

Basic steps that may improve your scanning experience. Please make sure you position your squelch to 7/8 or 10/11 o'clock and do the following: 1. Go to main Menu 2. Look for 'Scanlist' 3. Make sure all county boxes are checked 4. Go back to main menu 5. Look for Scan click 'SEL' 6. Also with the signal strength meter when it breaks over a certain point or the squelch I would like to see it be able to to power it a relay that would power a recording device of some kind

Here’s a question . Those that are on the fence for the new sds200. At what rate is public safety mainly police encryption growing ? Where does zip scanners see themselves in five years with the issue of/if full encryption happens in every state, every county . People want police scanners for just that . Police monitoring . $700 to monitor a business or Walmart or if Amy wants mustard or extra unions ?

Got my first scanner in 2000 and still have 2 scanners from 2002 and a radio shack digital scanner but my hometown uses voice inverting (scrambling).

Tactical should be recorded and made available after the fact. We, as citizens, cannot effectively manage our government without knowing what the police do.

I live near Fort Collins, Colorado. Fort Collins Police went with the full encryption a few years ago. Their reasoning for going with the full encryption as told to the local news agencies was, when they are dispatched to parties near Colorado State University. The students use their cell phone police scanner apps to listen and turn the music down before they are issue tickets. I have never heard them say it was for officer safety. Since they have gone with the full encryption, lawsuits against the city police have gone up to the point that they fired the Police Chief in 2017. They currently have zero transparency and the only information released to local news agencies is given to them by the police. We have a new Chief starting in June so I guess we will wait and see what he does.

Does a scanner encryption work the same way as a CB slider? The calls are off frequency. Our town sounds like that. Years ago another town in lived in had them and it became too expensive after a while. All the portables for regular and special officers,all the cruisers etc.

Actually, that depends on your level of how various encryption algorithms work, which encryption options are used by the agency you are trying to listen to and how familiar you are extracting the encrypted radio traffic using something like GNU Radio and then running attacks against the recorded ciphertext that comes after the preamble in P25 trunked systems.

@Richard Topalovich yep. Most of these public systems run P25 Phase 1 or 2 Trunked Motorola based systems. They can use one of a few different types of encryption algorithms: ADP, DES, DES-XL and AES. You won't break AES - at least not without a supercomputer or quantum computer, but most public agencies aren't running AES unless they are in the newer APX systems. Most run either DES or DES-XL. Some run ADP, which is the least secure of the bunch and has the smallest key size, so it is the fastest to crack (less than a day). I won't bore anyone to death here, but you can lookup the known vulnerabilities of DES as an encryption algorithm. It can be quickly cracked and then they came out with 3DES (aka Triple DES), which can still be broken but just takes longer. DES-XL is essentially just DES with a longer key size, thus taking longer to crack it, but it is not a computationally secure encryption algorithm. You have to remember that these radio systems had encryption put on as an afterthought. They may use some protocols used by asymmetric encryption, but really it is just symmetric encryption (one secret password loaded onto each radio either with a device called a keyloader or via an OTA - over the air methodology). You just have to record some traffic using an SDR and then parse out the needed bits. After that, it is similar to rainbow hash attacks against hashed passwords. You generate keys and cycle through them using the algorithm that agency is using (which is in plaintext). Once your output matches the parsed bits that you captured then you have your encryption key. Load that onto a compatible radio and there you go. I am not saying that you should do this as it would be illegal, but that it is possible and that is how it is done. I have a computer science, math and cybersecurity background in case that is not obvious.

What I would like in a scanner for it to have a right and left exterior speaker Jack and for it to receive two different frequencies at the same time and a signal strength meter preferably a needle that goes back and forthand the ability to switch from a dipole antenna to a quarter directional antenna

Scanners tend to only have one speaker with one audio jack, and they only monitor one thing at a time.

So smart net type 2 analog which the sheriffs department uses can be received by any trunking scanner P25 is a type of encryption that has to be decoded more of a digital way and have to have a encryption code to decode it. That I know of there’s not a way to receive that unless these new scanners can do that , why I’m trying to find out also ???

Scanners can pick up 4 different 'formats': Digital Phase 2: monitors Digital Phase 2, Digital Phase 1, Trunked, Analog. Digital Phase 1: monitors only Digital Phase 1, Trunked, Analog. Trunked: monitors only Digital Phase 1, Trunked, Analog. Analog: monitors only Analog. All communication in the U.S. is going to digital phase 2 if it has not already done so in your area. This is why we HIGHLY recommend buying a digital phase 2 scanner as all other scanners are being liquidated. Also why all non digital phase 2 scanners cost less. P25 is a format of frequency and not everything has been encrypted in US and Canada. There are only a few counties used encryption and majority are open to being monitored. P25 is not a TYPE of encryption but a form of MODULATION. FM is a modulation, AM is a modulation, TDMA is a modulation and CDMA is a modulation. They can all be encrypted which is totally different than a modulation. If a scanner doesn't have the capability to demodulate a certain signal does not make it encryption either. Encryption is used to obscure the information being transmitted so that an unauthorized user can't intercept it.

So there are benefits to being able to listen in. I saw a report saying, it's over privacy concerns. Which is hubris. The reason they went encrypted (which they have a tac channel for a bloody reason,) was people showing up where they shouldn't (statement covers a lot of ground on the where they shouldn't,) the person running from them listening in, or maybe the suspect is listening in trying to keep an advantage. Though, the privacy nonsense. Yeah, I'm sorry, but everyone has an idea of why Police are at that person's house, Joe Bob just had an accident, or Jane Doe is pulled over for not driving correctly for some reason or another. Once you're in that point, you really don't have a lot of privacy. So, the privacy thing is nonsense. Where it comes into play as being good to hear these things. Safety on the road ways, and maybe route picking. Sometimes even being able to hear such, say, you're just driving around. You hear say a robbery had just been committed, and they're trying to escape on foot, etc., but they don't know where they perp is. So if you happen to be driving by the area, and see something that is off, like a weird van or vehicle pulled over, and someone suddenly getting in, etc. near said location. You can report it, and potentially Law Enforcement could check it out. It's essentially hurts them as much as it is perceived to help them encrypting their communications. Someone else brought up a good point as well, regarding things that would be good to be able to say, yeah, I think it's safe to say stay inside right now. So every argument I see for encrypting the channels, is just hubris, and grasping at straws. Now I will say, you could listen into encrypted channels (mind you it's illegal to do so,) but it requires software that does this, be it self made or professionally made. Are majority of people going to be able to do this? Nope. It's no different than decrypting things on a computer. Most people wouldn't know where to access such, and such probably wouldn't be worth trying to access, because of the potential dangers to either the scanner or computer's systems/software, and likely would void a warranty on the scanner, because you are not supposed to mess with any of the scanner's software. So yeah, 99.999% of people are likely not able to do so on their scanner, but it's not impossible to do. They other way is simply getting the encryption information, that somehow got shared, but not shared with everyone. It really does get annoying when someone says something can't be done, etc. in the context of equipment like scanners. It can be done, but not likely in the original purchased way/stock configuration. Reason you probably don't hear someone revealing how to, etc. is because it's illegal to listen in on Encrypted channels. Just a little critique to your video.

if you use use theshhold manual / threshhold 10 / some dmr stuff that reads enc will not show enc and it will be in the open - listenable - wronn threshold level on dmr automaticly reads as enc signals

I live in Michigan, I recently bought a uniden bearcat ( obviously a used one) but is in brand new condition. No the RCMP just switched over to a new encrypted system Canada wide. I had a scanner years ago that worked perfectly to listen to the rcmp, but with this new system is is at 700 frequenices and encrypted.

I am from Indiana and I want to listen to my son that is a police officer in Osage County Oklahoma. There is a channel that says Tulsa, Osage etc etc He says there on a 800 frequency? I just bought a scanner, but I have been listening to the scanner on my phone. Is there a way to pull in his channel from my area if I can find their channel and it’s not encrypted? Before Encryption our local LEO kept some info privated via cellphone, texting, emails etc. With my Uniden 250D I can still monitor what some orders at the drive thru fast food restaurants ... lol ! ;-)

The only thing I understand being encrypted are swat & undercover stuff. Personal info they can use their MDT's to avoid OTA transmission of personal private info (SSN particularly)

I am sort of lucky in that where I live in Ontario Canada, the main police are the OPP and they are not encrypted, and hopefully won't be for a while. Local town and city police agencies, however, are moving to encryption and i do feel they can hide corruption by doing so. I thought about starting a petition against encryption on the Radio Reference site, but was met with a lot of cynicism on the subject and was told I was naive to think that a petition would change anyone's mind. I did read one interesting story, though, that one police agency had to turn off encryption because It prevented them from efficiently talking to other agencies, and emergency services. Who knows, perhaps other agencies in the US and Canada will find out they have this issue and transmit in the clear again,

So then how would one get around the encryption if resources were theoretically unlimited? How do the radios that the police carry get around to the encryption? Let's say for example that somehow I got a hold of a police radio. Would it work forever or could they turn it off somehow? is there some sort of computer database that allows specific individual radios into the loop or are they on some sort of specific frequency?

Radio reference has every frequency for every city for all the public safety channels. It also includes the p25 settings you need. It you have a Motorola trbo capable radio encryption is not a factor

You are confusing radio encryption with digital such as P25. UNLESS you are fortunate to know a good hacker, work as a cryptoanalyst for the NSA or Russian FSB. You CANNOT listen to encrypted.

As a recently retired LEO, I hate the digital systems for comms. If the computer system the runs the comms goes down, no radio. I could into a building like a hospital, no radio. They can't hear me at all. With analog, dispatch could get a weak signal and hear something. But it's a good mostly clear signal, or no signal.

My bare xat 436 picks up simcast phase 2 perfect no distortion. Or drop outs.I do not get why people have so much problem with sim cast.I do not.must be my settings.Could be some simcast are configured different.

Now that it is in full encryption mode and I mean everywhere. I have basically bought; before this came about a $600 paper weight. Just what can we listen to now ? I haven't listened to my scanner in about 5 yrs now. Its just sad that this hobby has basically died. If there was a way that we could listen to ham radios or even aircraft frequencies. But don't have an antenna big enough and my area is so sparse its hard to pick up anything. Any good and non critcal suggestions would be helpful Thanks !

My City became encrypted a few years back, been trying to decrypt but no luck as of yet. DSD+ does not work at all on the encrypted frequencies. So what I do now is listen in on the EMS (Various Agencies) when injuries, shootings, stabbings, accidents, and other bodily harm comes up then I know, but the problem with EMS is that you usually get last of when the PD dept is done with the mess and you get the rest with EMS like everything from naked crazy man running on streets to falls, headaches, leg pain, fart pain and stupid things like that... but for now this is what I have to deal with listening... I subscribed, maybe one day if there is a crack for this (P25E) as others call it. Let me know the details with a new Video. Thanks.

The chances of somebody having a key is ZILCH unless they have stolen a police radio (which they will reprogram anyway). The only way YOU CAN listen to encrypted transmissions is if you work for the NSA, FBI, CIA, Russian Intelligence, or Chinese Intelligence, and are with Anonymous hackers (not the fake ones, the real serious ones are in Japan, Taiwan, Singapore, and Bulgaria).

I know from doing ride-alongs with a county s.o. that the radio gear looks like any other cruiser cop radio. I also know that whenever they please, they can dispatch with text using a computer terminal in the cruiser or via an officer's cell phone. Every law enforcement unit in the country is looking at whether they need to encrypt their voice comms, and there are several sources for them to go to for their systems and gear. The level of sophistication of encryption systems is high. At some point, some genius with nothing better to do will write a decryption program that will work against one or another of the systems (currently) in use. Then he will either be prosecuted and imprisoned, or he will be hired and paid for his patent by the U.S. government. Either way, you and I will never know about it, let alone get to use it.

Our area went PD encrypted back in May, Crime has quadrupled and they want more officers. Since we don't know what they are doing now anyway, the request for extra officers have been declined.

typically what happens is a local police agency will give them a receive only version of one of their radios which has the encryption key licensed for them to use. We all know tons of crimes that we used to hear on scanners never make the paper or TV. I guess you have to more or less assume the guy walking down the street towards you is possibly a criminal , the house down the street that got burgled or home invaded that never made the paper still happened you just don't know about it any longer.

Hey Paul - that's definitely illegal. Encryption is legally protected and it's a felony to listen to encrypted channels in most states. We at ZipScanners don't recommend felonies.

I’ve been told by a state police officer in my state that encryption came about due to the HIPPA laws that have been enacted by state and federal law. I’ve no idea how true that is or not.

You would think the companies that make the encrypted radios would make scanners that can listen in. That way they make money selling radios to law enforcement, and make money selling scanners to the public.

David, I'm not sure, I can only see what is available for the US and Canada in our database. If it is encrypted, then no, you cannot monitor it.
