Officers investigating a series of bank card thefts from housing estates across east London find a victim who took pictures of the gang as they stole her card from her communal post box. This guy was likely hired through an agency and they messed up the background check, banks do the checks for perms but for agency it’s on the agency to do the checks and they mess it up. I worked at one place through an agency, a team member applied for a permanent role in another team, this made the bank do its own background check and then got rid of him because he wasn’t a pass (because he had been bankrupt recently, not for crime). Also in the same team another member didn’t come in one week because he got sentenced to a few years in jail, he was pending trial for drugs and got hired. The agencies are at fault, the banks should do the checks to resolve the risk, but this would then totally alter the compliance element of using agency staff for all industries, so I don’t think it will change. Perhaps the best we can hope for is tougher fines for failing to do background checks properly, no one with a fraud conviction should be able to get a job in a bank, what’s the saying… giving a flame to an arsonist?

In the UK, police have to justify their use of handcuffs even when making an arrest, as it's considered use of force (even if the officer doesn't have to fight the suspect into cuffs, if you know what I mean). Handcuffs are almost always used when arresting someone on suspicion of the most serious violent offences, such as murder. In most other cases, it depends on level of risk and the officer's common sense and good judgement.
