Could be that he is near by where ongoing crime is happening so what they do in Sweden is they turn off the siren when getting close to avoid alerting the thief or w.e it is going on so they cannot run away.

It's not illegal to have American police vehicles in Sweden as the words Police or Sheriff is not official words. You can even have the light bars but only red light is allowed to function as blue lights are exclusive to emergency vehicles. There is lot's of American police cars in Sweden.

Siren is probably turned off because they are close to the ongoing crime they are responding to and don't want to alert or scare the criminal, the other grill light is red and used to display stop signal rather than emergency response

Svaret är NEJ man får inte använda hockeyklubbornas siren då dom är olagliga, däremot får man tjuta med de s.k fjällkossornas sirener då dom anses tillräckligt utdaterade så dom inte ens kan förväxlas

Eftersom polis bussen var redan på utryckning till ett larm så har dom inte tid med att bötfälla en som kör i bussfilen.

1:00 förmodligen inte på utryckning utan snarare så att han inte ville stå i kö. Hade han varit på utryckning så hade han kört betydligt fortare och med siren
