It really doesn't matter, all depends on the size of your popsicle sticks, I did not use the ruler for measurements

especially sharpened large Side-Cutting Pliers

Wire cutters worked for me. I don’t get that smooth of a cut but you can always use a nail filer or sandpaper to smooth out the edges.
