Delvin was robbed bro, he defs won his fight. Logan missed his first slap and it was a technical for clubbing, then he ate two and wobbled, Delv may have got rocked in the 3rd but everything leading upto that was him and both fighters felt the hits. Bad decision by the refs.

If the heel palm is the first thing to make contact then it's illegal. The palm and fingers must all make contact simultaneously. The rules are applied inconsistently though.
