Agar koi department Noc na de to Kiya Karna chahye sir??

Sir agar written ka result pass aa jae tou interview se pehle NOC lai sakty hn kya? Apply k time NOC leny se ye sure ni hota k written clear bhi ho ga ya ni.

Respected sir, I have been working as a contract employee on a project post from 7 years but no chance of regularization, if I applied for another regular post with NOC, will my contractual period be accounted in service? If not, then why should I get noc? Is any benefit/loss of not getting noc for another post? If service of contract period is not added, then, why other govt Institutes demand noc/throgh proper channel, if project employees keep no legal rights of any benefit? Can I apply without noc or by concealing my job? Please tell me in detail
