Actually this wasnt always the case. 2 rei, 2 hakushu, 1 rei has become the standard only since the Meiji period. Old shrines like Izumo Taisha still maintain their own traditional like 2 rei, 4 hakushu. 1 rei. Prior to Taisho, many jinja used 3 rei, 3 hakushu, 1 rei

Of course you can ask for whatever you want, technically. I was originally told not to ask for things from a descendent of one if the kuge families of Kyoto, and I later confirmed it with a Shinto priest in Yokohama.
