They negotiate and allow you have a reasonable portion of it. For 400 years the africans got zero from the west. Look at how the infrastructure develops in the countries china deals with in the African continent. The kind of depression and downright self denegration a lack of infrastructure cultivates is to no end. And education is the main victim of that. I vote for china in africa for now.
