Center for Research on Architecture and Urbanism (CAU), CEPT Research and Development Foundation (CRDF) organized a presentation and discussion on ‘Transforming Central Vista, New Delhi’ on 24 Jan. Dr. Bimal Patel, Director - HCP, presented the design for the Central Vista Redevelopment and New Parliament in New Delhi.
Stephane Paumier, Architect, SPA Designs, Delhi, was the discussant, while Prof. A. Srivathsan, Executive Director, CAU, moderated the event.

Before watching this, I only read about Central Vista Project in newspapers where people described it as an extravagance and lamented its construction in a time when our country is facing hardships posed by the pandemic. This is a nobel enterprise on part of the government. Those two meta-objectives that the first presenter showed us at the end of his presentation are truly inspiring and worth labouring for.

I have 2 concerns. 1 The nine office building are rectangular can it blend itself with the greenery of trees around. And look aesthetic. 2 These building reflect more than good use of office place. Especially can we integrate more old design ancient Indian design in structure of office building. Because it not just office building it represents India. Can we add more ancient design element in office building on outside to made it more beautiful and aesthetic to heart of India people. These buildings should represents past, present, future of India with all modern facilities integrate in it But on whole you did great job. Mr Architect

Akash i agree with you we can add ancient nagara and Dravidian architecture to this building to give more aesthetic appearance and cultural significance. This man has designed gujrat vidhansabha , and compare with that building architecture that British designed like mumbai terminus, shimla building or Westminster building . Super presentation Padmashri Dr.Bemal Patel, this surely reflect the Indian culture. My small suggestion is to include proposed Thal sena Bhavan in the proposed Central Vista itself. As planned Thal sena bhavan (The rising sun) looks like a more shopping mall rather than a prestigious military head quarters, building a triangle head quarters representing the tri- service of our nations (army, navy & air) behind the south block in front of the proposed prime minister office will be more suitable as it will mirror with the propose new parliament behind the north block....

Please hear me out and I'm open to discussions. Seriously, the questions which were asked did not even align with the presentation Dr. Patel presented. I think his presentation addressed the various concerns associated with the project very deeply and accurately. After assessing the present situation of this iconic area, I feel this project is absolutely needed in the wake of our democracy. Failing structural integrity of these present monumental buildings is a disaster waiting to be happened. More sensible questions to ask would have been that does the design of this project takes into account the future expansion and does it addresses that concern with structural stability of the buildings. Clearly a building cannot be expanded if the end beams/columns have not been designed to meet the extra load of the future construction; another question could have been asked to explain the procedure of how this project was awarded to this specific company and what other companies have taken part in the design phase. Does the public have a say in the architectural aspect of the public spaces of this project and how well will this area blend with the existing old heritage appeal of India. Please take time to reflect that he is trying to revamp this area by giving it a modern appeal while preserving the heritage of this place at the same time. It is the hardest job but he somehow made it look easy. I love the fact that our government is finally addressing the shortcomings of this place and making a tremendous effort for the people to enjoy this place and for its ministers to feel like they belong to the same family like they do.

Before March 2020, the landuse was 60/40 split between public/ semi-public (60 per cent) use and government use (40 per cent). That is 40 per cent of the plotted land over there in the original masterplan was meant for government use; land, which they are free to develop as they choose fit. Post DDA notification it has swung to 95 per cent for government use and 5 per cent for public and semi-public which include public spaces like museums, galleries, centres of arts, national library, (the Delhi) high court, etc. WHAT THE HELL?

This is a great video. I learnt a lot and got to understand what is going to be initiated by December 10. A lot of opposition to this project and criticism of the new proposed design of the parliament.

I have a couple of feedback/ comments. I will write them separately so they can be discussed to the point. The product is perfectly designed and imagined the way it should be. This is a perfect way of executing the government project with a minimalistic approach. Neither underrated nor exaggerated. The ideal way of doing government projects.

Delhi has been a panauti historically for everyone who has tried to reinvent it. Like the plan, however as a civillian my dream would be to walk from the proposed arboretum in the president's estate to the banks of the Yamuna. I also think cars should be banned in the area. The level of conversation and questions was pretty bad.

it is roughly 5.5 km as the crow flies and thus it is more suitable for a jogging track than for daily commute of the babus! that said, I think the conversations really helped bring out the point that the utilities, services and the serviceability is what is primary goal towards improving the infrastructure. This includes the underground system, taking away the high-risk, high-security commute and opening up the "vista" for general public. In that sense, in fact the walk-jog may be possible afterall

They should remove the upper rooms of the old parliament house that were added in 1960. It would look better and the dome would be more visible. Also a circular building should be built south of Rajpath to mirror the original parliament where the PM's office is suppose to go up. (Even though the current South Block PM office is in a much more elevated, secure, convenient, and prestigious location than the proposed one below that would be surrounded by a ton of traffic.)

You are right, a circular building at the current proposed PMO will bring in symmetry, or they can build a triangular building on that plot and that circular on the opposite triangle to create a symmetric juxtaposition. But I still think having the Supreme Court there instead of the PMO will be more symmetric of the executive, public, and legislature and judiciary on the side.TheI current heritage National archives building with its extension will be great PMO, and it is also a heritage structure, and will sit well in the new secretariat blocks.

@@molchol7717 National archives building would not be a great PMO but it would be a great national archives building. Oh wait, it already is. And sorry but it would not be practical to remove the current supreme court to a new location when they've spent a fortune on the many buildings that are there already, which are mostly well designed. I personally think the new PMO should be behind the Rashtrati Bhavan where it is far more secure and naturally beautiful than the proposed location. Think of how many windows from the public South Block museum would be facing the proposed PM residence. Very insecure. And unimpressive as both South Block and Rashtrapati Bhavan would be dwarfing it. Instead they need to abandon cutting down a ton of trees behind Rashtrapati Bhavan to make way for a largely out of the way park that will greatly increase the security costs and risks of Rashtrapati Bhavan. I believe the area directly behind Rashtrapati Bhavan is the best place as a PM residence for 4 major reasons. 1) Security. It is far more secure than a plot sandwiched between hundreds of windows in the towering South Block public museum (that would look horrible if barricarded) and a busy road with lots of traffic noise South. 2) Beauty. Why not position the new PM residence in the middle of an already forested area far from the noise of a busy street without a massive museum filled with crowds dominating and towering over it. 3) Functionality. The PM could utilize Mughal Gardens when visiting foreign guest or at least have gardens created that adjoining Mughal Gardens. And the PM residence could be made larger so as to take over from Hydrabad House the hosting of foreign dignataries. 4) Flow. A foreign dignatary could then have the ceremonial welcome at the forecourt of Rashtrapati Bhavan. Go inside to visit the President. Then go through Mughal Garden to enter the Prime Ministers Estate. And then leave the prime ministers estate through a western entrance. It would just flow so well as opposed to blocking off traffic to head down to Hydrabad House far away. And no I dont think the PM house being secluded within an existing forest is a problem in the 21sr century. Does the general public ever get to see 10 Downing street? Well apparently according to the new plan throngs of people will be able to look down on the PMs residence just by visiting South Block museum. Will that make the PM feel humble or inferior? Actually probably just scared in his hopefully bullet proof vest.

@@jaredvaughan1665 I suggested the national archives, as it has the historical importance of being a heritage building and its position makes it close to parliament and in the secretariat. Another move can be to integrate the residence and the office like White House. Also I dont think they will move anything behind Rashtrapathi Bhanvan. Firstly, it will put the Elected head behind the statutory head. And in my opinion the PM residence should not be flamboyant. The head of the state already has the place. The PMO must be conspicuous yet accommodate the functions of Hyderabad house as you suggested, much like the White House in DC, which is off the mall and diagonally connected to the capital building. Also While New Delhi was planned well, it no way reflects the way India functions or exists. The bungalow zone will being under green cover causes more carbon footprint than the narrow and crowded streets of old Delhi. It’s better they allocate town house to all the bungalow residents and open these large gardens with walk paths and exhibits. And in the open spaces we can create beautiful memorials to leaders open all day like the Lincoln and Jefferson memorial. One for the martyrs of the 1857 war for independence and all this who fought the British. This will be a great appropriation of the space by the Indians from its colonial past. But I agree, that the placement of the residence of PM and VP also need to reviewed.

@@molchol7717 I think the best place for PM house would have been teen murti bhavan. But due to the arrogance of Nehru and his followers (which still exists today in dynastic politics) it was turned into a museum. Which is unfortunate. I understand the concern of putting PM house directly behind Rashtrapati Bhavan. I thought about those concerns myself. It would seem more appropriate to be perpendicular from the main access, like the white house to the Washington mall and Teen Murti to Rashtrapati Bhavan. If that is the case, it seems the current location may work best because it is more secure and secluded. It even has a tunnel for the PM to travel under to a small airport to flee to in case of an attack. Or maybe the proposed location can be made more secure than I thought. If that is the case then hopefully they thoroughly investigate that issue before the new PM residence gets built as not after, which sometimes happens. And all of a sudden all the windows of the south side of South Block museum would have to be blocked, which would block out the natural light and look hideous. Although a solution to this would be to keep South Block as the PM office, which would keep the function of the building intact and be much closer and accessible to the new PM house than the proposed PM office location that will be located in the middle of heavy traffic. I say expand the PM offices in South Block once the defense ministry leaves to it's new location. And reserve it for PM office and foreign affairs only. Any way I've said enough. Hopefully all my concerns about the new PM residence has been already thought out and are proven wrong. If not then hopefully the words I've wrote will be read by someone involved in the project. Thank you Mol Chol for your responses and feedback. May the dialogue continue! P.S. Hydrabad House would be a good Vice Presidential residence if my suggestions be implemented.

Wonderful concepts. A suggestion please - The pillars all around the present parliament building are the highlight of it's function; and is adequately carried forward in the outer facade of the planned new parliament building. I opine that the other offices on the sides of Raj Path in the Grand Vista should have pillars on the sides too - extending from 2nd level upto 4, in keeping with the facade of the triangular parliament building. Additionally the corners of the square can be chopped to form a sort of octagon; again in keeping with the doorways of the new parliament.

Cool! Well planned. My wish is to built a statue of Netaji Subhash Chandra Bose anywhere in the Vista Project. Trimurti Marg there is a place for it I dont know it would be same or not. What our polity has done to this legend is very shameful and there should be some gesture to owner him in this huge and historic redevelopment.

Only concern is can a common civilian and pedestrians have access to this areas after the construction because most the buildings mentioned require high security clearance.

For a comparison have a look at the firms which were in race to get the central vista project and look at their designs. This project by Bimal Patel ji is much better

An architect has presented layouts and specific details of the project and posted them in the public domain. I have a concern if this information can be used against national security. Superficial information only could have been presented or posted in the public domain. Check possibilities, if one can blur all-important and critical slides and repost this video.

Has anyone thought to halt the building of Vanijya Bhavan on Akbar Road which will be immediately torn down once it is built? If it is not stopped now and it is built, then huge pressure will dictate a symmetrical building to the north of Rajpath will have to be built as well.

Interesting idea of Lok Sabha being in the new building and the Rajya Sabha in the current building. But what about the idea of the Lok Sabha being in the current Central Hall and the Rajya Sabha being in the current Lok Sabha? And the new proposed parliament building being the new MP office building instead?

Before March 2020, the landuse was 60/40 split between public/ semi-public (60 per cent) use and government use (40 per cent). That is 40 per cent of the plotted land over there in the original masterplan was meant for government use; land, which they are free to develop as they choose fit. Post DDA notification it has swung to 95 per cent for government use and 5 per cent for public and semi-public which include public spaces like museums, galleries, centres of arts, national library, (the Delhi) high court, etc. WHAT THE HELL?

The government could have left the existing Central Vista and might have kept it open for the people of India. Let bed memories of India also get displayed to upcoming generations and let them know '' How India was ruled? '' This place could have been a monument. Let Centra Vista gets connects to Agra Taj Mehal through the Yamuna river. Let Agra connects to Jaipur and Jaipur to Delhi as exists. Let this gets develop as a HERITAGE TRIANGLE OF INDIA. Let Delhi known for its heritage and not for politics.

1.The bidding process was not transparent. 2.all companies proposed open design challenge but only hcp opposed tht and then hcp got the bid. U know wht does tht mean. 3.demolition of heritage buildings is not welcomed by public.

@@crankshaft5867 We can't have one without the other moron. Current offices are crumbling and spread so far apart that it is inefficient. Government work is getting slowed down because of this. I am not one for vanity projects, but this one is required. We are already spending much on highway infrastructure. We need to spend in a holistic manner.

@@amalebowskye Vastu is what gave rise to Indian temple architecture and many other Indian architecture rtrd. Post Independence India have only produced hideous architecture that look ugly AF. You dont have to believe in Vastu but it was original that gave rise to certain type of architecture.
