Question: Ethically, judges should recuse themselves from a case if they cannot be 100% unbiased. Why does this same concept not apply to elected officials across the board?

Judges have to be unbiased because in a court of law you're Innocent until proven guilty. Everybody else including in government has freedom to believe, act and speak as they wish per the constitution.

@lindahaltam6535 But if they violate the law they can be sued. That doesn't eliminate their free speech freedom. It only provides consequences for abusing it. And they can still say biased things even in court and in prison if convicted. The founders set up our system of government in a way to make the judiciuary branch bound by the rule of law in all matters at all times whereas the people ourselves as in "we the people" have the freedom and responsibility to have the final say even over the judiciary with our votes.
