Blame China, Japan manufactured a lot of our consumer goods for years but once China developed and started providing lower cost labor, they took over that industry. As far as being the number one economy, the geography and demographics of Japan is definitely not on their side. It's hard for a country with a declining population of around 100 million to compete with a country of 300 million or 1 billion. It's a shame Japan's economy has stagnated but at the same time it's amazing that they've done what they've done with what they have.
