Finally,in this speech, is President Museveni Balancing Act in his drive for industralisstion of Uganda. This is noticeable in his agro-industrial policies. For the agriculture sector,President Museveni set up a unique model in his Wealth Creations program which has been a huge success. On the industrial sector,President Museveni has set up tuition-free Skills Acquistion Centres which has and are still producing electricans,welders,mechanics and Information technology personnel among others.These categories of personnel are needed in the agriculture and industrial growth and development of Uganda.

President Museveni,in this speech, also advised that Africa countries should have good relationships among themselves not only for peace but also for economic prosperity. The President said that Africans needed one another for a bigger market where they could sell their goods and services. To achieve this,President Museveni called on Ugandans to be patriotic,called for regional political unification and the encouragement of free trade among EAC.He said if these happen that Ugandan market will dovetail into the EAC market, which will in turn link up to African and global markets. President Museveni, as part of the measure to maintain healthy and strong trade relations with partners discouraged the ban for the importation of Tanzanian processed rice because it cheaper to Ugandan processed rice.President said that he will not ban Tanzanian rice because it will make Ugandan rice producers to be competitive. As a hypothetical example,President Museveni advised African countries not to stop importing, for example, maize, from other countries because they now have a bumper maize harvest.Such practice could strain trade relationship.

President Museveni, has through this address, showed how three NRM agenda led to the five stages of agriculture transformation that not only, increase Uganda Gross Domestic Product(GDP),but also its income par capital that now made Uganda to be in the Middle income status. These NRM ideologies of economic prosperity,strategic security and Patriotism and Pan Africanism helped from 1986 when NRM came to power, to restore the production in Uganda of the 3Cs of coffee,copper and Cotton.They also helped to restore the 3Ts of Tobacco,tourism and tea.All of these were negligible before NRM came to power in 1986.With other transformational drives,Coffee for example which production was 2million bags when NRM came to power is now 9million bags.And tea which was 3million kilog. is now 60 million kilog.Also Uganda income per capital is now $1,182 catapulting Uganda to the Middle income status in the world or globally.

In this speech,President Museveni also harped on the need for strategic security for Africa.He said in a bid to achieve this, we should have an African federation with a common army.He submitted that there is a correlation between size and development. President Museveni, displaying a Uganda newspaper published on 6th June 1963, showed us when the idea of Africa federation was first mooted, and this has not been achieved because of lack of political will. President Museveni said if this had been achieved, the upheavals we had in Uganda,Rwanda and the on-going collapse of state authority in Somalia would have been averted.

In this speech,President Museveni highlighted another NRM agenda which is socio-economic transformation with family education at the centre. Part of this family education. is linked to President Musdveni wealth creation program where the President preaches on commercial farming and how a farmland could be for both animal husbandry and also for commercial farming. So far it has been tales of success from the beneficiaries because the President after preaching to these communities always visits to get progress reports and find out if there are issues with a view to providing solutions.

President Museveni, in this address, revealed to us how and why , on another occasion,he discouraged Ugandan political parties from having international afflliations. When President Museveni NRM government came to power in 1986,existing political parties were affiliated to the International Christian Democratic party and International Social Democratic party. In fact, one International party had started building the UGA House. .This President Museveni NRM stopped because they believed in Afro-centic approaches to governance. In a separate occasion,where he was represented by Anita Among, speaker of the House Of Parliament,President Museveni said that he denounced sectarianism based on religion,which cause choas in Uganda from 1960 and even earlier and that he was happy that Ugandans also joined him in denouncing it. This explains why President Museveni was against Ugandan political parties' afflaition to international political parties.
