If my considered SaaS has cloud servers across the world but keeps my data in EU, do I still need encryption to save us from data transfer to US?

You should consult a lawyer on the laws that apply to you, specifically, and any safe harbors, etc. That said, residency of the data is not really sufficient since the CLOUD Act (en.wikipedia.org/wiki/CLOUD_Act) which was passed to force MSFT to turn over data they held on Irish servers (en.wikipedia.org/wiki/Microsoft_Corp._v._United_States). Encryption is a good way to manage these issues.
