Update : hi people in my last comment i share link of retopology in that video the creator using Shrinkwrap Modifier for retopology but when you do the ALT +S fatten and shrink operation its not going to work YOU HAVE TO APPLY Shrinkwrap Modifier FIRST THEN press ALT+S it will WORK

I just find it easy.I can arrange the polygon and edge flow according to mesh. This is my approach may be your can be different :)
