These players played incorrectly. There seems to be a concentration of houses on one property in several groups, but you can't do that: you MUST build and take down evenly.

The rules for the PropNex version allows for building more houses on one plot instead of evenly across coloured plots “When you land on your Property Plot, you may start building up to a maximum of 4 houses on it.
