I would remove the techny arb and also limb up the spruce. Add a flower pot and it will look less congested. Techny can get quite large and will eventually need to be removed in a few years anyway. Spruce would be much happier too.

Wow that arbor v looks so fresh and tidy. I didn't see the shape you were going for and cringed a couple times when you were pruning but it looks great.

Will our Blue Globe Spruce still keep it's blue color after doing this?

In my experience, it should not affect its color long term. But depending on how much you take off, you may notice a slightly different color on the inner needles that have received less sun. If that is the case, you may need to wait until the next season when the spring flush of growth occurs, to get back to the same color.
