Criteria will usually have a weight to it, unless each criteria is viewed as equally important.

Quantitative benchmark are more favorable

No ranking of the criterea? Individual criteria is treated the same

yes, because the technique is only about assessing whether the concept is better, worse, or neutral when compared to the benchmark for each criteria.
