Good explanation. And have one doubt also. Now just take an example that our fire pump at ground level and building height is 100m. Now system is ready and cut in pressure is 280psi. What will be the pressure at discharge pump side? Is it static pressure or net discharge pressure or cut in pressure (280Psi) ?

It is net discharge pressure only . Cut-In / Cut/Out pressure is not related directly with the head . It is related to the pump controller setting what pressure we need .
