It is literally cheaper and easier to iust spray water on the fire directly… rather than… loading water into huge “rounds” to be shot like a grenade launcher munition.

This is a good concept to be honest, but there's room for improvement. The bottles should not be made of hard plastic but instead should be made of a soft gel like material and be thrown in there instead.
