Russia NEVER attacked Charkov during the early months of its Special Military Operation. It was only after the Ukraine rejected the draft Treaty that its negotiators had already agreed and initialed, by which time Russia had withdrawn all of its Forces from around both Kiev and Charkov, that there were any attacks by Russian Forces in and around the older, real Capital of the Ukraine in response to attacks by Ukrazed Forces.
