I don't think sir that a prisoner especially who is mentally ill can caste vote because if he is released to do so maybe he can do some violence in the polling area or he can caste fake vote or caste one of his criminal colleague who is participating in election. Please let me know sir if my concern is right.

But sir agar kisi country me religion ke basis pe logo ko discriminate Kiya jaye so in that case can we say country is democratic means agar 100% logo me 60% people kisi aur religion se hai and 40% people kisi aur religion so just 60% logo ko facilities mile aur 40% logo ke liye bas election held hone se pehle unke liye kch Kiya jaye taki woh 40% me se bhi kch log us ruler ko vote de toh kya ye country democracy kehlane ke layak hai
