Assalamu alikum, in nahawand your are pretty much tuning your voice from high pitch to low pitch with many tunes; what the reciter in the video is explaining is that their many levels of high pitch and many levels in low pitch and what you have to do is smoothly move through the pitches. For example he quotes on the guy that was reciting from 1:28-1:44 that he knows how to move from pitch to pitch in the high pitches; however, in the low pitch if you listen to it again, you'll notice he only

Shihk Hani talking about the 2 levels of Maqam Nahawad, high tone is named Gawab and low tone is named Qarar , some some people good in Qarar low tone level of sound but they are not able to preform Gawab the high level tone of sound and others are reciting good in Gawab tone level of sound and he prefer the ability of his visitor friend shikh Ibrahem that he did good in the 2 levels
