Looking back, it is the moment to celebrate the foresightedness of this agreement that laid the foundations for a decisive alliance that allowed both our countries to brave the difficult times of the twentieth century. Looking forward, it gives us the opportunity to put aside recent tensions and to rise to the challenge and the promises of tomorrow. Both our countries have chosen to make Europe and the European Union the main vector for their economic and political aspirations. This choice does not threaten friendship ties."

STORYLINE:
Queen Elizabeth II addressed the French Senate on Tuesday afternoon, on the second day of her state visit.
The speech, in French, followed a packed day of engagements, including a visit to the Louvre museum, after lunch with French Prime Minister Jean-Pierre Raffarin and his wife in Matignon, the French Prime Minister''s residence.
Earlier on, the Queen watched a performance by the elite Cadre Noir dressage team before going for a walk along the Rue Montorgueil, accompanied by Paris mayor Bertrand Delanoe.
The monarch''s three-day trip marks the centennial of the Entente Cordiale, a colonial-era agreement that ended centuries of warring and hostility between France and Britain and paved the way for cooperation during two world wars.

Considering that the Queen does not speak French every day, she did very well on her speech. She is spontaneous. No American president has ever made a speech in French, so vive The Queen.

She reads off a script and speaks for a formal speech occasion. So that is why it sounds the same. I'm sure her more casual normal way of speaking isn't like that.

@@neoprene3640 Normans are originally from Scandinavia, and they claimed the British isles in their own name, and never joined their conquest to the French crown. On the contrary, they maintained their claim to Brittany and other places, contrary to the French better interests, and almost took over all France if it weren't for the intervening of Joan d'Arc.

In all fairness, even the finest most fluent French-nationality English speakers find very hard to mask their accents, compared to say German-nationality English speakers of inferior quality; like even though Merkel is not as good as Macron, I sometimes find her English easier to understand. And I speak French fairly well, but I do struggle with some of the pronunciations because they are very unnatural in English, in a way I did not so much when learning German. I can only assume it's the same for French people learning English? Some of our pronunciations must be very unnatural to a French tongue. But ofc the French are infinitely better at English (and second languages generally) than vice versa, so I am not judging!

The accent is not that heavy...she for example pronounces the 'r' correctly which is rare for people from UK or US

Un humain reveur It can be assumed that Prince Philip speaks German fluently - he went school (Salem) in Germany. The School (+ Philip) moved to Scotland before WW2

The Royal Family used to speak French before they spoke English, granted this was back in the 1400s, but I bet being able to speak French is somewhat ingrained anyway.

The Queen was brought up to speak French because at that time it was expected . Those days are long over; English along with Chinese and Spanish are the three world languages.

So fun fact: The Queen was purposely taught RP accented French, since she is the paragon of Britishness. She was once fluent in spoken French, and I'm sure she's fluent in written French. However, her tutors taught her French with a slight RP accent (the upperclass English accent) because she was, after all, to be the Queen of England.

@@itsme-sn5gi No, it's not technically correct. The Queen's official tittle is Queen of the United Kingdom of Great Britain and Northern Ireland. The country of England doesn't exist anymore since the Acts of Union with Scotland in 1707.

@@cebonvieuxjack That is the difference between learning a language and "just" being born with it. I had to learn English, thus my pronunciation and grammar are more often than not better than those who speak the language natively.

British people born 1980s and before had to take minimum 4 years of french. And sometimes it could be more depending of school/program choices The british born 1990s and after. Have now a choice between french spanish and german. Before that french was the main mandatory foreign language course at school

@@mathewvanostin7118 I just wrote another comment then realised I was wrong lol. My sisters and I were born between 74-82 (me the youngest). They both did French as a compulsory language but they also had the choice of German and chose it as an additional language. In my case by 93 yes there was the choice of French, German and Spanish with option of choosing another one for your GCSEs. I ended up doing German A-Level!

It’s so strange how, as French has slowly drifted further away from the English court, and how French has declined as a major world language, that the tradition of British royalty and nobles speaking French, has been passed down from William the Conquerer himself. It’s one of our traditions that fascinates me but that I also love. I’m only really now coming to realise how strange we Brits are.

(There was no British at that time) Later the French in England fellout with the French in France and became independent, after sometime the French in England assimilated with the locals. A facetious explanation, but basically, France conquered England, and never left.

It makes sense, this is/was the lingua franca of monarchies for centuries. I don't expect the new generation of royals to have that level of education and respect of traditions.

Mark Gable The political scene of France during the revolution was completely at ends with that of Parliament of Great Britain. The Bourbon kings believed in their God given divine right to rule, and Louis XVI believed in absolute monarchy. France was run directly by the royals and nobles and they did not respect the people's wish for a constitution or a parliament. In England, constitutional monarchy had been an idea since 1215 when the Magna Carta was signed and the royals there knew their place. They understood that parliament would assume most of the political responsibilities and that the monarch would reign more than rule. James I of England was very confused with the constitutional monarchy of England as he held absolute power in Scotland and didn't understand that English parliament wouldn't stand for absolute power or divine right. So no, you can't really say that the French could have kept a monarchy and achieved their goals of enforcing a constitution upon it. The English worked for 800 years to slowly strip the monarchy of political power, and it wasn't done overnight

I think that if French does not criticize and apreciates her, it is just because she is not their queen and that she has no influence on what takes place in France. The french respect for her is not far away from indifference. If she will has to announce an increase of taxes in France, it will be another story !

French have a great respect for the Queen Elisabeth even so they are totally Republicans. We always loved her dignity and her complete dedication to the service her nation. We also consider her as friend of France and she demonstrated her respect and her affection for us on multiple occasions, so we love her back.

It’s been noticed in the past that when you visit another country even if you don’t normally speak the language but give it your best shot you’ll find the locals more open to lending you a hand if you need it and appreciating the effort. It’s why when I go abroad I at least learn “hello”, “please” and “thank you” in the local language because it pays to be polite and it pays even more to be polite in someones own language. Hell, when I went to Portugal for a week I learned how to say “tea with milk please” and how to say “hello” and “thank you”. Always be a good tourist, never be “that” tourist. That said the Queen does very well even if you can tell she doesn’t speak French much and you can tell the French are happier to hear her speaking to them in their own language.

Même si je le reconnais nous avons des membres hiérarchiques quelques peu étrange au pouvoir, nous ne pouvons certainement pas évoquer cela comme une monarchie, celle ci étant littéralement différentes. Tu remplaces l'Assemblée Nationale et le Sénat et les postes "officiels" par le conseil d'état, les ministres par le gouvernement et le président par le Roi. Et ce qu'un roi est *obligé* d'écouter le conseil d'état ? Non. Le gouvernement ? Non plus. Est-ce que le roi a réellement besoin du conseil d'état et du gouvernement pour passer des lois ? Non. Il a les ordonnances et les édits. Qu'est-ce qu'a le président ? Les ordonnances. Le roi pouvait aussi mettre ses plus chers amis au conseil d'état... Te souviens-tu de l'affaire Benalla ? Longue vie au Roi Macron 1er !

Rated-R Sweet Chin Music Sur la théorie cette règle fonctionne mais pas sur la pratique. Le Roi a plein pouvoir et peut ne pas s’amender de son gouvernement ou de ses Lords dans le cas du RU, même si techniquement l’obligation est présente par « constitution » dont on a jamais vu la couleur. Cependant en France notre constitution est belle est bien présente, tout est l’intérêt de la République le Président n’a pour ordre que d’appliquer les lois et non de les choisir, ni même de les voter, d’une certaine façon les lois à blâmer sont l’œuvre de nos députés et nos ministres non du Président enfin pas totalement puisqu’il a droit d’abroger si réellement cette dernière n’est pas convenable. Il est inscrit dans la constitution et le conseil y veille rassurez vous que le Président n’a pas les pleins pouvoirs et n’a aucun d’y accéder sauf état d’urgence avec accord des présidents du Sénat et de l’Assemblée. (Je vous laisse vous référer aux textes de 1958). L’affaire Benala est quand à elle totalement illégale pour le coup raison pour laquelle le saviez vous notre cher président a été blâmé et sera jugé après son mandat, après toutes grosses tête et comme tout le monde les gens jouent avec le feux sans vraiment maîtriser mais très clairement notre politique et nos principes de fonctionnement ne sont pas totalement similaires à la monarchie et bien heureux, même si certaines règles y font penser souvenons-nous tout de même que notre constitution est construite sur d’anciens édile datant de la révolution période sortante de l’époque de monarchie absolue.

In France we have known for a long time that she can speak French. We have heard her speak our language more than once. I don't know if she speaks other languages as well. Since the death of Prince Philip the French know now that he also knew how to speak French. Since his death, they have shown us several speeches and interviews (he had a good level) in French . He had lived in France for a few years, but as a young child and he during that time went to the American school in Paris. I was convinced that he did not speak French ,having never heard him speaking French, and I always wondered in what language he spoke with the French leaders, like de Gaulle or Chirac among others, during their meetings. He also spoke German in particular.
