This sample is from a song called "Canto de Ossanha", well known by Baden Powell de Aquino e Vinicius de Moraes. Ossanha, is a "god" from a mixed religion from Africa and Brazil, called "Umbanda". Canto de ossanha means "Ossanha's Song", Ossanha is an entity of love, and his cultists make offerings asking for love. This song lyrics originally warns people about the danger of asking for love. In this samble, the only verse is "O homem que diz dou, não dá" and "Vai, vai, não vou", respectively meaning "The man who says I give, doesnt" and "Go, go, I won't". If you liked this sample, I recommend listening to "Os Afrosambas" by Vinicius de Moraes e Baden Powell (1966).

It's a wonderful explanation! I would just add that the whole first sentence is "o homem que diz dou não dá porque quem dá mesmo não diz".. That means "the man who says I give doesn't, because who really gives doesn't say it"
