If the police wanted to do anything with the footage, they could. Blurring the speed has no effect, everyone can tell he's going way beyond speed limit. Could also be calculated by measuring distance between objects and timing it etc.

I don t know if thats also the case in France but where im from,let s say someone shows a video of you speeding to the police they can use that as evidance and take your licence away.
