Well, he did exactly what he wanted to do with it. Make a really technical circuit ala Monaco, that would challenge the drivers ability and push the limits of the cars. Especially with the changes he made in 2001 to make overtaking a little more viable, I think it actually wasn't a bad circuit. Created a lot of challenge for the drivers in the big V8s, and other then Bathurst there wasn't really much in the way of properly challenging tracks in 2001 (I'd argue Newcastle is the challenging street circuit now). The main problem was having the race in the middle of winter. Yeah, made the track even more challenging which was cool to see, but no one wanted to go and watch the race. Plus, when the circuit was drawn up, it probably had in mind the idea of being able to see the two Parliament Houses track side. But once you put all the barriers and catch fences and shit up, suddenly you can't see all the landmarks anymore. Which is the reason Monaco is the best street circuit in the world; it actually looks like one. Every other street circuit looks like a construction site covered in temporary fencing.

It was narrow because the govt didn't want to invest in major roadworks. Event ran only 3 years of a 5 year deal due to poor attendance, because the muppets at V8 Supercars thought a race in Canberra during the middle of winter was a good idea.
