That's because it was planned as a system that, eventually, would grow as a conventional metro (long platforms, high flor trains, etc.), but remained as a light rail system.

Because it's going to be changed it to a metro line.

this is the brussels "Pre-Metro" concept. Stations built to the size of a full metro system (platforms ~95 m long at 1030 mm ftom top-of-rail) and is temporarily operated with tramways running underground. Metro lines 1-5 used to be pre-metro between 1969 and 1976 between Schuman and De Brouckère. It happened again on the ring line (line 2) which upgraded to full metro in 1988. It's going to happen again on the north-south axis (lines 3-4) in a few years of time. No plans for the medium ringh though.

Yes it is, the North-South Prementro tunnel (on which lines 3 and 4 run, as well as a portion of lines 51 and 82) is in the process of being converted into a full metro line
